Joyce Hakmeh is a cybersecurity expert and researcher, currently serving as the Deputy Director of the International Security Programme at Chatham House. She plays a key role in shaping research on cyber policy, arms control, technology, and security.

She is also a Senior Research Fellow specializing in international cyber diplomacy, cybercrime, and state behavior in cyberspace. Additionally, she is the co-editor of the Journal of Cyber Policy and frequently contributes to discussions on cybersecurity and global digital governance.

Before joining Chatham House, Joyce worked with the United Nations, the International Federation of Red Cross, and other non-profit organizations. She holds an MA in International Law from SOAS, University of London.

Her work continues to shape global cybersecurity policies, focusing on civil society engagement, cyber capacity-building, and strategic approaches to tackling cybercrime.
